Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
Relates to providing transportation for children with handicapping conditions; removes the requirement that a child attends the school the district is providing transportation to for the purpose of receiving services or programs similar to special educational programs recommended for such child by the local committee on special education.
Requires the commissioner of education to make recommendations to the board of regents relating to the adoption of age-appropriate instruction on dating violence prevention and healthy relationships for students in grades seven through twelve.
Requires the board of education and the trustees or sole trustee of every school district to establish policies and procedures regarding the treatment of transgender or gender non-conforming students.
Relates to gifted and bright neurologically diverse pupils with special needs; directs the education department to assist districts in meeting the educational and mental health needs equally of both general education and bright neurologically diverse pupils.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Requires two qualified psychiatrists to be employed by each school district to perform and coordinate the provision of mental health services in the public schools.
Requires that the same educational requirements shall apply for students who require nursing services as for general education students; provides that nursing services may be delivered to students with disabilities through electronic communication or a virtual or online platform or in the home of the student.
