Enacts the "build to need act" to meet the state's electrification and climate related policy mandates; directs the public service commission to implement a grid planning process; makes related provisions.
Directs the public service commission to require electric and steam corporations to provide rate reductions or refunds for inadequate or interrupted service; requires electric corporations to reimburse ratepayers for damages to and losses of property and business caused by power outages in certain instances.
Requires the results of any outage management system stress test conducted in the state by a utility company to be posted online and such results to be sent to the temporary president of the senate, the speaker of the assembly and the chairs of the senate and assembly standing committees on energy.
Prohibits certain charges to residential consumers in connection with the purchase of zero emissions credits from the New York State Research and Energy Development Authority and attributed to the continued operation of the nuclear powered generating facility or facilities.
Directs the public service commission to provide notice, in a city having a population of one million or more, to the appropriate local community board prior to such commission's consideration of granting permission to a gas corporation or electric corporation furnishing utility service to acquire or sell land; establishes that such community boards shall also be provided with the opportunity to submit comments and recommendations on the proposed sale or acquisition; directs the public service commission to address and respond to such comments and recommendations.
Prohibits gas and electric corporations from filing any schedules setting forth rules or regulations which absolve or attempt to absolve such corporations from liability for the interruption of its supply of service arising from the ordinary negligence of its employees, servants or agents; provides that any such schedules filed are void as against public policy.
Increases the penalties imposed upon gas and electric utilities for failure to file or correct an annual report with the public service commission; provides such penalties shall not be more than one-tenth of 1% of the utilities' annual net revenue for each day of violation, but not to exceed $25,000 nor be less than $100.
Requires charges for telephone calls based on duration, whether over lines or by cellular, to be charged and prorated by the second; applies to all service providers; authorizes the public service commission to promulgate rules and regulations.
Directs the New York state energy and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Updates certain requirements regarding billing for electric services, such as when corporations shall use an approved demand measuring device, mandating that classifications of service, the account and/or meter number, and the quantity billed be indicated on customers' bills.
Establishes a public service commission nominating board to make recommendations of persons qualified for appointment as commissioners of the public service commission.
Requires the public service commission and the Long Island power authority to establish standards of acceptable performance for gas and electric corporations.
