Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers.
Relates to instituting internet service neutrality; provides the public service commission with jurisdiction over monitoring broadband internet service providers; requires a certification for internet service neutrality in certain state contracts.
Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Provides a municipal renewable energy system siting database for municipalities interested in siting renewable energy systems on available land within their boundaries; allows municipalities to publish their renewable energy goals and facilitate the development of renewable energy systems.
Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Requires applications for licenses granted by certain entities to include specific information to enable such entities to evaluate such license applications for compliance with the goals set forth in the New York state climate leadership and community protection act.
Provides that the public service commission shall establish service performance standards for telephone corporations; provides that telephone corporations shall meet such standards; provides penalties for failure to meet such standards.
Requires a phone company to restore service promptly when phone service goes down for someone who uses a medical alert system or a device that transmits medical data.
Requires gas pipeline facilities to accelerate the repair, rehabilitation, and replacement of equipment or pipelines that are leaking or at a high risk of leaking; requires the public service commission to establish a standard definition and methodology for calculating and reporting unaccounted-for gas.
Requires gas corporations to file a plan with the public service commission addressing aging or leaking pipelines within their service territory; outlines plans for the replacement of such pipelines.
