Requires the notification of a public utility company's or municipality's customers when the supply rate increases by at least one hundred percent by posting on the utility company's website.
Exempts the sale of cloth face coverings used to prevent the spread of the novel coronavirus, COVID-19 from sales and use taxes; defines "cloth face coverings" as any material manufactured with the intent of covering the nose and mouth that can be secured to the head or ears with ties or straps.
Authorizes one or more individuals who are under a shared contract to opt-out of such contract without a fee, penalty or charge due to status as a domestic violence victim; prohibits the company from transferring any contractual or billing responsibility of such shared contract to any other account holders on such shared contract; prevents companies from prohibiting a person who has opted-out due to domestic violence status to enter into a new contract.
Prohibits telephone corporations from charging a caller any increased rates, charges, or fees for intrastate long-distance or other calls without first notifying such caller.
Directs the New York City Economic Development Corporation to immediately commence any proceedings, processes, stakeholder engagement, or capital projects necessary for the installation of shore power capability at the Manhattan Cruise Terminal; provides for the repeal of such provisions upon the expiration thereof.
Enacts the "utility penalty adjustment"; adjusts utility penalties to account for inflation; increases such penalties and ties them to inflation after January 1, 2025.
Enacts the "electric super highway act", requiring alternative fuels to be available for public use along the New York state thruway after November 1, 2024 and providing each recommended alternative fuel at least every one hundred twenty miles on both sides of the thruway; defines "alternative fuel".
Relates to the power authority of the state of New York and the public authorities control board; prohibits the power authority from undertaking any project or sale of any asset exceeding one million dollars without the approval from the public authorities control board; provides for factors for such determination; creates a temporary special commission on the restructuring of the power authority of the state of New York; directs the New York state energy research and development authority to conduct studies related to the state's electric transmission system, the state's natural gas infrastructure and a comprehensive energy plan for the downstate region of the state.
Establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects.
Establishes a heightened review of new permits for the operation of certain electric generation facilities to ensure consistency with state public interest standards and consistency with the state's ability to meet targets and goals in the climate leadership and community protection act.
Requires any gas or electric provider of last resort to publicly notice each purchase of electricity supply, energy or capacity, within seven days of purchase and report it to the department.
Requires each electric corporation to reclassify demand delivery accounts every one hundred twenty days and reset the demand delivery peak every ninety days whenever demand in kilowatts is equal to or less than twenty-five kilowatts in the immediately preceding three hundred sixty days; directs the public service commission to promulgate rules and regulations regarding demand delivery devices.
