Enacts the "build to need act" to meet the state's electrification and climate related policy mandates; directs the public service commission to implement a grid planning process; makes related provisions.
Requires all newly-constructed electric vehicle charging stations available for public use which are capable of accepting payment to accept all major credit cards.
Establishes the "broadband deployment assistance act"; requires that substantially similar permits for broadband deployment be processed together at the same time and on an expedited basis; defines terms; authorizes municipalities to simultaneously process certain broadband permit applications that are substantially similar.
Enacts the "energy assessment cap and consumer cost relief act" to limit certain surcharge increases; directs studies on costs associated with environmental and energy laws; directs a study on the value of assets and utility gas infrastructure discontinued as a result of laws and regulatory actions; institutes a moratorium on related surcharges, taxes, fees and cost bearing regulations for five years.
Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Provides any entity which leases excavation equipment to the public with the telephone number of the system and a sample or model notice informing lessees of excavation equipment of the system and their responsibilities relating to the protection of underground facilities.
Requires the public service commission to publish certain information prior to a major rate change by a public gas or electric utility including an explanation of why the rate change is requested and a summary of how the proposed revenue will be spent.
Requires anywhere fifth generation (5G) telecommunications towers in cities with a population of one million or more are installed, and there is available street parking, electric vehicle charging stations shall be provided for public use; defines terms; requires such charging stations to be designated and clearly identified.

Establishes a biodiesel grant program for the agricultural production of biodiesel fuel; defines biodiesel fuel as a fuel comprised of mono-alkyl esters of long chain fatty acids derived from vegetable oils or animal fats, designated B100, and meeting the requirements of the American Society of Testing and Materials designation of D 6751; establishes the biodiesel grant program fund.
Establishes the downstate New York power authority to own and operate electricity service and acquire the distribution facilities formerly owned by any downstate utility corporation.
Authorizes and directs the public service commission to conduct a comprehensive study and prepare a report on the feasibility of transferring services provided by gas and electric corporations in this state to an entity owned and operated by the state of New York.
Relates to the protection of the health, safety and employment rights of employees suffering employment loss as the result of the sale or closure of a coal electric generation facility.
