Commending Arthur William Wilsey posthumously upon the occasion of his designation as recipient of a Liberty Medal, the highest honor bestowed upon an individual by the New York State Senate
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Relates to the imposition of sales and compensating use taxes with respect to certain aircraft; repeals provisions relating to the exemption from sales and compensating use taxes of general aviation aircraft, and machinery or equipment to be installed on such aircraft.
Establishes a program for eligible zero emissions energy systems to promote private sector investment for the purpose of meeting the target that by the year two thousand forty the statewide electrical demand system will be zero emissions.
Relates to traffic stops conducted by law enforcement officers; defines "racial profiling"; authorizes division of criminal justice services to conduct a study relating to racial profiling; prohibits use of race or ethnicity of an individual as the sole factor in determining the existence of probable cause to place such person under arrest or take into custody.
Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers.
Requires the chief administrator of the office of court administration to establish a searchable public database providing information regarding eviction proceedings in the state; directs the chief administrator to adopt rules directing village, town or other local courts to report their eviction proceeding data to the office of court administration.
Prohibits fees for any service rendered through a banking organization relating to the use of an electronic benefit transfer card issued by the state or certain departments or agencies thereof.
Authorizes police agencies to charge fees for searching, copying, and mailing police agency generated records except for where the requesting party is a victim to or was charged with the crime related to such documents.
