Directs the department of health to contract with community-based organizations and not-for-profit corporations for the provision of outreach, information and educational services to immigrants on the availability of health care services, medical assistance, emergency medical assistance, the family health plus program and the child health insurance plan.
Enacts the childhood lead poisoning prevention and safe housing act to make enforcement of lead hazard control standards in the state of New York more certain and more effective; creates a loan fund to assist owners in complying with lead-safe requirements; provides for inspections and certification of inspectors and remediators; requires registration of affected properties; provides tax credits for remediation; provides for appointment of deputy commissioner of housing and community renewal to oversee provisions; provides for educational programs relating to lead poisoning and abatement.
Requires every food establishment to label all prepackaged food with a written notification on the package or on a label attached to the package identifying all ingredients and labeling for major food allergens in such form and manner as required pursuant to the federal Food Allergen Labeling and Consumer Protection Act of 2004, as amended.
Requires camps and youth sports programs to establish an automated external defibrillator implementation plan; requires camps and youth sports programs to have at least one person trained to use such defibrillators at camps, games and practices.
Extends authorization for certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with an event sanctioned by the New York Road Runners.
Extends provisions of the public health law related to the redeployment of excess reserves of certain not-for-profit managed care organizations until 2025.
Promotes efficient and effective oversight of continuing care retirement communities; transfers certain powers and duties from the continuing care retirement community council to the commissioner of health; repeals certain provisions of law relating thereto.
Establishes the first responder epinephrine preparedness initiative (EPI) act, creating a first responder epinephrine access program; authorizes the commissioner of health to approve and implement a municipal epinephrine bulk purchase program; authorizes taxpayers to contribute a gift for municipal epinephrine bulk purchases; establishes a municipal epinephrine bulk purchase fund.
Relates to orders not to resuscitate and the applicability of the family health care decisions act to residents of mental hygiene hospitals patients who lack decision-making capacity.
Requires patient hospital admissions form to allow a patient to designate a domestic partner with the same privileges as a next-of-kin respecting visitation and the authorizing of surgery for a patient in the absence and unavailability of a next-of-kin or nearest relative where the patient has given no specific instructions and becomes unable to execute a health care proxy or make decisions about his/her health care.
