Bars a person who is convicted of a hate crime from attending any SUNY or CUNY institution; provides for the expulsion of a student who is convicted of hate crimes; provides for reinstatement of such student if the conviction is subsequently overturned.
Requires the department of education to study and report on the self-identified ethnicity and multilingual status of all licensed social workers and provide such report to the governor and legislature no later than one year after the effective date of this act.

Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.
Creates a service learning program for students serving as active volunteer firefighters or volunteer ambulance workers; mandates certain features of such program.
Allows a licensed psychologist to apply to the department of education for conditional prescribing certification if the psychologist meets certain requirements; allows the department of education to waive certain requirements for an applying psychologist; provides that a conditional prescribing certification shall be valid for a period of two years.
Extends scholarship eligibility for certain scholarships to students who have a certificate of graduation from a recognized high school within New York state from the two thousand thirteen--fourteen school year or after, or the recognized equivalent of such certificate, or received a passing score on a federally approved ability to benefit test that has been identified by the board of regents as satisfying the eligibility requirements and has been independently administered and evaluated as defined by the commissioner of education.
