Prohibits drugs from being dispensed unless a licensed pharmacist has verified that: the package contains the drug to be dispensed, whether the drug is packaged in a child-resistant container, whether a stock container is open and the quantity of the drug to be dispensed.
Makes tuition free for New York state residents at SUNY and CUNY schools and community colleges; requires state residency and employment for a period of five years after completion of academic program.
Relates to the registration of new curricula or programs of study offered by a not-for-profit college or university; provides for the procedures to have such curricula or programs of study approved by the department of education.
Establishes the New York state volunteer first responder loan forgiveness incentive program for the purpose of attracting and retaining volunteer ambulance workers and volunteer firefighters in the state.
Prevents certain public institutions of higher education from using the scholastic aptitude test and ACT assessment in the admissions process on and after the two thousand twenty-four--two thousand twenty-five academic year for New York resident applicants; requires SUNY and CUNY to create a new standardized test by the two thousand twenty-eight--two thousand twenty-nine academic year.
Relates to the certification of registered nurse anesthetists; provides that for such certification an applicant shall file an application, be licensed as a registered professional nurse, have satisfactorily completed educational preparation for the administration of anesthesia by an accredited entity and pay a fee.
Provides for the licensure of school psychology practitioners; authorizes the use of the title "licensed school psychology practitioner" to licensed or exempt individuals; defines practice of licensed school psychology practitioners; sets forth requirements for professional licensure (including educational attainment, experience, exam and fee); provides for issuance of limited permits under specified circumstances; identifies exempt persons.
Requires the higher education services corporation to make a determination of financial eligibility of a student for financial aid, awards and loans within 60 days from the day of the receipt of the financial aid application; where the higher education services corporation fails to make a timely determination the applicant shall be deemed eligible for such aid for the semester for which the application was made; allows for a 30-day extension if notice is given to the educational institution within the initial 60-day period.
Requires student onboarding and ongoing education on reproductive health services available to students including where the closest reproductive health clinics are located; all resources available to a student seeking reproductive health services including but not limited to financial assistance and mental health services and any reproductive health resources available to a student through the institution.
Directs the boards of trustees of SUNY and CUNY to create a free or reduced meal plan to aid students whose household incomes are below the federal poverty line, students participating in educational opportunity programs under section three hundred fifty-five-d of this article and students receiving federal Pell grants.
Establishes under the direction of the state board of pharmacy a drug repository program to accept and dispense donated prescription drugs; authorizes such board and the commissioner of health to promulgate rules and regulations; makes definitions; exempts such persons or entities who dispense such donated drugs from criminal or tort liability or professional disciplinary action.
