Requires the installation and maintenance of outdoor lithium-ion battery charging stations at multiple dwellings as part of the state uniform fire prevention and building code; prohibits charging lithium-ion batteries used in powered mobility devices inside of multiple dwellings.
Specifies that low-income housing tax credits may be issued both for projects creating new housing and projects renovating and preserving existing housing, nullifying a DHCR determination that projects for the renovation and preservation of existing housing do not qualify.
Extends the time period for tenancy rights from 30 days to 90 days of possession; clarifies the definition of "tenant" to not include squatters; requires the adjudication of certain recovery proceedings to occur within 30 days of the filing of the petition.
Enacts the "accessory dwelling unit incentive act" to establish the accessory dwelling unit forgivable loan program by the division of homes and community renewal; defines terms; makes related provisions.
Provides that a tenant who has left a residential dwelling unit between the dates of March 12, 2020 and January 1, 2022 due to the health impacts of COVID-19 in the city of New York, who is a senior citizen or disabled person, and who asserts an intent to return to the housing accommodation shall be deemed to be occupying the unit as such tenant's residence.
Authorizes the state of New York to enter into the interstate compact on industrialized/modular buildings which provides for uniform regulations on industrialized/modular homes.
Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration of with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
Requires out-of-state affordable housing owners to maintain an escrow account for the purpose of financing utility costs, property tax obligations, fire services, and regular maintenance costs for affordable housing rental units located in New York state.
Enacts the "homebuyer renovation property tax exemption act" to grant an exemption of up to fifteen thousand dollars from taxation levied by or on behalf of any county, city, town, village or school district in which such residential property is located for a period of five years from the date of purchase of the property; defines "primary residential property".
Excludes persons who, not having entered a lease or license for such dwelling with the rightful owner, enters into a dwelling unit, onto real property or otherwise settles on land or occupies real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner from the definition of "occupant" for the purposes of unlawful eviction.
Prohibits persons whose income is greater than one hundred twenty-five percent of the area median income from occupying certain housing accommodations.
Establishes the local initiatives task force on housing, in order to collaborate with local government officials, state agencies, and stakeholders to develop best practices for local governments to incentivize housing development.
Relates to the removal of unauthorized persons from residential real property by a police officer if such unauthorized person(s) has been asked to leave and is not a current or former tenant.
