Makes technical changes to provisions relating to maximum number of employees that a minority and women-owned business enterprise may have during a declared state disaster emergency.
Relates to state agency websites required to offer a mobile friendly form; requires mobile friendly forms for state agency websites created or modified with changes to form or function after the effective date of this act and prior to January 1, 2027, and for all state agency websites thereafter; defines terms.
Relates to the metes and bounds of certain land to be conveyed by the state to the town of Romulus, county of Seneca; provides that such land shall revert to the state if not used for specific purposes; provides for the repeal of such provisions upon expiration thereof.
Relates to eligibility for victims and survivors of crime to access victim compensation funds; specifies when awards may be provided and the requirements for such.
Provides that a caregiver shall be eligible for assistance for child care under the child care block grant regardless of the hours the parent actually works.
Extends provisions related to certified school psychologists and special education services and programs for preschool children with handicapping conditions until June 30, 2026.
Relates to the sale of certain products for human consumption; provides that the restriction on the sale or offer for sale of sodium nitrate or sodium nitrite to any person under the age of twenty-one shall not apply to foods containing sodium nitrate or sodium nitrite in compliance with the requirements of certain federal regulations.
Requires telemarketers to provide certain information no later than the first thirty seconds of the commencement of a call; requires telemarketers to disclose the address of any company on whose behalf the telemarketer is providing telemarketing services on any website owned or operated by the telemarketer and in written communication to customers.
Directs the superintendent of financial services to create a private education debt registry which shall contain information and documentation relating to loans issued by creditors including interest rates and copies of the notes and instruments used by such creditors for education loans.
Provides a period of probable usefulness for the acquisition, construction or reconstruction of or addition to a solar array or solar panel system, whether or not including buildings, land or rights in land, original furnishings, equipment, machinery or apparatus, or the replacement of such equipment, machinery or apparatus.
Prohibits employers from retaliating against employees for confronting an individual to prevent a theft or the unlawful taking of goods, wares, or merchandise; does not prohibit employers from training or re-training employees on policies against confrontation of theft.
Prohibits gun industry members from directing advertising, marketing, promoting, designing, or selling certain firearm-related products in a manner that would encourage unlawful purchase, possession, or use by underage individuals in the state; provides criteria for determining whether a gun industry member reasonably appears to support, recommend, or encourage underage individuals to unlawfully purchase a qualified product.
Includes within the class A misdemeanor of criminal possession of a weapon in the fourth degree, the possession of a firearm, rifle or shotgun, outside the home, while impaired or intoxicated by use of alcohol or drugs; increases maximum fine for such offense to $10,000; provides for chemical testing of certain persons for whom there is reasonable cause to believe are in violation of such provision; provides for revocation of firearms permit upon conviction or refusal of a chemical test.
Directs the canal corporation to create a chart to identify, map and model normal and flood water flows in the Oswego river basin and the Mohawk river basin and report on the completed chart by July 1, 2025; requires the updating of such chart every five years to account for any changes in the normal and flood water flows.
