Enacts the "New York emergency expedited temporary work permit act" to allow asylum seekers to apply for and be granted temporary work permits while their federal immigration status is being determined.
Waives the registration fee and service charge for distinctive plates for volunteer firefighters and members of volunteer ambulance services where the applicant has attended twenty-five percent or more of the emergency calls for the previous year.
Adds impersonation of board of elections members or other election officers, or an employee thereof, to the crime of criminal impersonation in the first degree.
Establishes a statewide youth mental health and social media campaign to promote public awareness of the impacts of social media usage on mental health; requires a course of study on social media usage for all students.

Directs the office of general services to establish an inventory database to track the state's inventory of unused state-owned real property; directs state agencies to appoint inventory coordinators to report such agencies' inventory of unused state-owned real property to the office of general services to maintain the inventory database.
Permits a redetermination of a tax abatement for rent-controlled and rent regulated property occupied by senior citizens or persons with disabilities upon a permanent decrease in income.
Includes implants, replacement dental prosthetic appliances, crowns and root canals as medically necessary dental care and services for coverage under the Medicaid program if a qualified dentist authorizes the procedures.
Creates the office of the correctional ombudsman to achieve transparency, fairness, impartiality and accountability in New York state correctional facilities; relates to reports by coroners; designates investigators of the office of the correctional ombudsman as peace officers; authorizes the attorney general to investigate the alleged commission of any criminal offense committed by an employee of the department of corrections and community supervision in connection with his or her official duties; relates to the confidentiality of certain records; includes the office of the correctional ombudsman records within the definition of public safety agency records; makes related provisions.
