Requires TNC passengers, prior to using a digital network, to acknowledge a legal notice that states: "IF YOU CLICK HERE, YOU GIVE UP YOUR RIGHT TO SUE US IN COURT".
Excepts violations pertaining to mufflers and exhaust systems for cars, motorcycle exhaust devices without internal baffles and motorcycle exhaust devices that are intentionally designed to allow for the internal baffling to be fully or partially removed or interchangeable from having a summons not issued or having a summons dismissed if the violation is corrected.
Authorizes the department of motor vehicles to issue standard drivers' licenses; restricts what information can be retained and given out on those applying or holding standard drivers' licenses.
Relates to prohibiting transportation network companies from including mandatory arbitration clauses in user agreements for certain offenses including assault and sex offenses; provides all user agreements issued with such clause shall be considered null and void and new agreements without such clause shall be issued within 14 days of the effective date of this legislation.
Establishes a no fare program for individuals serving as full-time employees of the New York city transit authority, the Long Island Railroad and the Metro-North Commuter railroad company.
Provides for the suspension of a vehicle registration after a third school bus safety camera violation for overtaking and passing a stopped school bus.
Suspends the registration of a vehicle which has been documented multiple times within a period by a photo violation monitoring device for failure to comply with traffic-control indications.
Relates to spending by the Metropolitan Transportation Authority; requires the MTA to allocate funds received for tax years 2023-2026 in certain amounts for certain purposes; requires the authority to freeze fares, increase service frequency, and implement a fare-free bus program; requires the MTA to use certain excess monies, if available, to pay off outstanding debts.
Lowers the age of eligibility from 21 to 18 for a class A license or for a commercial driver's license which contains an H or an X endorsement or which is valid for operation in interstate commerce.
Provides for the field testing for use of mobile telephones and portable electronic devices while driving after an accident or collision; allows police departments the option to participate in such field testing.
Relates to requiring fingerprinting as part of the criminal background check for a TNC driver to secure criminal history records from both the state division of criminal justice services and the federal bureau of investigation.
Allows valid certificates of marriage from foreign governments and religious institutions as acceptable documentation to change a name on a driver's license, learner's permit, or identification card.
Authorizes county highway superintendents to rent road machinery from any city, town or village; authorizes town highway superintendents to contract for the use of certain services and town machinery, tools and equipment with another municipality, district corporation, school district, community college or any unit of the state university.
