Requires the department of transportation to issue a notice of completed application upon receipt and following an initial review of the application and determining that the application is complete or identifying additional information required or to be submitted by the applicant and requires the commissioner of transportation to establish regulations regarding the time within which such application is processed.
Directs the metropolitan transportation authority to establish a student fare program for trains and buses which discounts three train and/or bus fares each weekday equal to the standard pay-per-ride fare.
Relates to parking spaces for handicapped persons; provides that the commissioner of motor vehicles shall provide in any pre-licensing course a mandatory component of education of the laws relating to handicapped accessible parking.
Provides that a stretch limousine shall not be operated if it is more than ten years old or has more than 350,000 miles on the odometer, whichever occurs first; permits exceptions by the commissioner; provides for imputed odometer calculation in certain circumstances.
Relates to additional equipment requirements for stretch limousines; requires that stretch limousines are equipped with the necessary quantity of window break tools and operational fire extinguishers.
Provides that the department of transportation shall not prohibit concealed carry firearms at state rest and parking areas and scenic overlooks by persons with a valid permit to carry concealed.
Relates to proof required for application of the distinguishing mark on veterans driver's licenses and non-driver IDs; conforms to federal law including National Guard members and reservists with 20 years of service as veterans.
Requires any proposed increase in fares by the metropolitan commuter transportation authority shall be submitted to the comptroller for approval before such fare increase takes effect; requires the metropolitan commuter transportation authority to submit a report to the comptroller which includes a justification for such proposed fare increase and the current financial condition of such authority.
Relates to offsetting publicly available parking spaces replaced by designated bus lanes or removed by capital projects in the city of New York and requires a public hearing to be held prior to eliminating such parking spaces.
Relates to restrictions and penalties for certain transactions involving used catalytic converters; establishes penalties for possessing, selling or buying a catalytic converter without a permit or proper documentation; defines terms.
Reduces the speed for owner liability for failure of operator to comply with certain posted maximum speed limits to more than seven miles per hour over such posted maximum speed limits.
