Requires a school bus attendant or school bus monitor on all school buses transporting students in kindergarten through sixth grade to or from school or to or from any school related activity.
Establishes a no fare program for individuals serving as full-time employees of the New York city transit authority, the Long Island Railroad and the Metro-North Commuter railroad company.

Repeals congestion pricing (Part A); directs the metropolitan transportation authority to contract with a certified public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority (Part B).
