Establishes a central business district toll exemption for police officers employed in a police force of a city with a population of one million or more.
Provides for information concerning services for human trafficking victims in transit facilities operated by the metropolitan transportation authority.
Provides for the issuance of distinctive license plates to the spouse of a congressional medal of honor recipient, and the transfer of distinctive license plates issued to congressional medal of honor recipients who are now deceased to their surviving spouse.

Allows application to a court to compel compliance with a chemical test where a motorist is suspected to be under the influence and where the driver has refused a chemical test.
Increases the penalties for purposefully obstructed license plates including the suspension of a vehicle's registration if the vehicle owner does not remove the artificial or synthetic material or substance that conceals or obscures the license plate or does not purchase new license plates.
Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty miles per hour.
Prohibits the metropolitan transportation authority from establishing certain limitations relating to wheeled carts and the amount of time customers may remain in certain areas of subway stations and from ejecting customers for blocking free movement in a station or on a stairway, elevator, escalator, platform or conveyance.
