Creates a New York state route 878, Nassau Expressway study to evaluate the costs of completing the construction of state route 878 in Nassau and Queens counties; makes related provisions.
Extends the registration period for trailers, other than a coach or house trailer or a semitrailer, from 1 to 5 years; amends trailer registration fees to match the 5-year registration timeframe.

Increases fees for snowmobile trail development and maintenance for residents; adjusts the fee structure for snowmobile registrations for residents and non-residents of New York who do not belong to an organized New York state snowmobile club.
