Enacts the "get congestion pricing right act"; directs the MTA to allocate $45 million to the MTA's bus system to increase frequency and reliability; directs the MTA to allocate $45 million to expand the fare-free bus pilot program within NYC; requires reporting on such investments.
Establishes a central business district toll exemption for employees of the fire department of the city of New York in the title of firefighter, fire marshal, marine engineer, pilot or wiper.
Provides that any resident of Rockland county or Orange county shall not be charged a toll for entry into or remaining in the central business district in New York city.
Imposes a highway use fee on outdoor advertising; establishes a New York state urban reforestation fund from fees imposed on outdoor advertising; makes provisions supporting urban forestry.
Allows the alternate non-voting member of the metropolitan transportation authority who is recommended by the labor organization representing the majority of employees of the Metro-North Commuter Railroad Company to be a resident of any state in which the Metro-North Commuter Railroad Company operates.
Designates all that portion of the state highway system constituting New York state route 109 bridge over the southern state parkway in the town of Babylon, Suffolk county, as the "Lieutenant Commander Phillip Wayne Johnson Memorial Bridge".
Increases the penalties for stopping, standing, or parking in handicapped spaces without a handicapped permit to not less than one hundred fifty dollars nor more than three hundred dollars for the first offense and three hundred to five hundred fifty dollars for the second offense occurring within a period of five years within the state.
Authorizes and directs the metropolitan transportation authority to implement a free fare program on the Long Island Rail Road for firefighters employed by the city of New York.
Adds a knowing element to certain violations for concealed license plates; increases the fine amounts for certain violations relating to concealed license plates to $75 - $300 for first violation, $75 - $350 for a second violation, and $75 - $400 for the third and any subsequent violations.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Designates the portion of state route 60 between Shumla Road and Lakeview Road in the town of Stockton, county of Chautauqua, as the "Emma Wilcox Memorial Highway".
