Directs the division of homeland security and emergency services to develop rules and regulations relating to truck rental security; requires any person or organization in the business of renting trucks, vans or trailers to the public to be registered with the state.
Requires local disaster preparedness plans to include a public education component as part of disaster prevention, which shall be widely disseminated and shall take into consideration the linguistic and cultural characteristics of the inhabitants.
Requires facilities offering dialysis services to have an alternate generated power source for use during a general power outage or disaster emergency; provides exemptions.
Expands the definition of veteran to include members of the United States public health service to provide such members with access to the same benefits as members of the United States armed forces.
Provides minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Relates to Gold Star families; provides for the equitable treatment for all parents, spouses and minor children of service members who are killed in action and family members of service members killed during peacetime.
Relates to the length of time of a state disaster emergency declaration; requires the governor to transmit a weekly report to the legislature during a state disaster emergency; relates to the communication between the governor and parties affected by a suspension of laws during a state disaster emergency.
Restores the legislative checks and balances to any emergency declaration that exceeds forty-five days; ensures judicial due process rights for any action that impairs fundamental constitutional rights by limiting the powers of the governor to suspend laws during a state disaster emergency; requires a specification and explanation of which municipalities are affected by such suspension of laws.
Relates to establishing the municipal severe storm relief fund for Rockaway, Queens to be administered by the division of homeland security and emergency services for damages that occurred as a result of Hurricane Sandy which caused damage from October twenty-ninth through November third, two thousand twelve.
Determines that disability compensation or benefits received by veterans from the United States department of veterans affairs are not to be treated as income or resources for purposes of determining eligibility for means-tested programs.
