Relates to purchasing restrictions on persons boycotting Israel and the investment of certain public funds in companies boycotting Israel; requires the commissioner of general services to compile a list of companies boycotting Israel; establishes that such companies will be considered non-responsive bidders.
Grants a preference to New York state businesses in the state contract award process where the New York state business' bid is within five percent of the winning bid.
Provides for increased participation in state contracts and subcontracts by certified minority and women-owned business enterprises; relates to certain performance and payment bond requirements.

Relates to participation by individuals with disabilities with respect to state employment and state contracts; requires contractors to report to state agencies regarding the utilization and participation of work on both service and commodity contracts by a person with a disability; requires such state agencies to report to the office of general services and the office of general services to report to the state procurement council, governor, comptroller and the legislature.

Requires all state agencies to require all contractors that provide services for state purposes pursuant to a contract, submit an annual employment report with the job titles and number of employees necessary to perform such contract; further provides that such information be submitted electronically in order for such information to be searchable and transferable to a spreadsheet or database.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental sustainability, racial equity, valued workforce, animal welfare, and nutrition.
Authorizes certain business enterprise subcontractors who seek to do work with not-for-profit corporations to receive MWBE certification if certain criteria is met; imposes a $50,001 limit on the provision of such services or work; makes related provisions.
