Prohibits officers or employees of a state agency, members of the legislature or legislative employees from committing acts of sexual harassment while serving in his or her official capacity.
Requires additional investigation when three or more claims of abuse or maltreatment of a child are made relating to the same person; requires such person to be investigated and evaluated at least once a year for the next five years from the date of the last report.
Requires the commissioner of health, in conjunction with the superintendent of financial services, to promulgate rules and regulations requiring that any increase in a bill from a hospital or health system or health care provider shall be sent to a patient no later than ninety days after the original bill was paid in full by such patient and good cause be shown for such increase, unless such increase is the result of any action by such patient.

Prohibits conduct in an official capacity in connection with the award of a public contract or public grant that is intended to confer an undisclosed benefit on a public servant, a person with whom a public servant has a business or other financial relationship.
Requires the use of the current edition of American medical association's current procedural terminology (CPT) with respect to claims for evaluation and management codes.
