Exempts a civil claim or cause of action revived pursuant to section two hundred fourteen-j of the civil practice law and rules from certain filing and notice requirements.
Authorizes the town of Warwick in Orange county to impose a five percent hotel and motel tax; provides for the repeal of such provisions upon expiration thereof.
Establishes the crimes of carjacking in first, second and third degrees, as the stealing of a motor vehicle from a person or presence of another person through the use or threatened use of force; increases penalties for causing injury to such victim, displaying a real or fake gun or using such a weapon; provides that all carjackings are violent felony offenses.
Relates to the tax on gaming revenues in region five of zone two and to the tax rates on certain facilities within the Tioga county portion of such region; adds additional vendor fees for a certain track located within Oneida county; extends the effectiveness of such additional vendor fees.

Allows for hands-free gas dispensing at self-service gas stations in Nassau county by equipping hold open clips on gasoline and diesel fuel dispensing nozzles.
Requires the office of temporary and disability assistance promulgate regulations and create policies to encourage married adults or two adult households when determining the standard of need for eligibility for public assistance programs; and to exempt certain income and resources for such adults and households.
Establishes a New York state education equity fund; authorizes the dormitory authority of the state of New York (DASNY) to invest $75 million in a public-private partnership revolving loan fund for loan financing to cover capital costs for the construction and improvements of public charter schools.
Establishes a loan forgiveness program for licensed mental health professionals in jails and prisons for the purpose of increasing the number of mental health professionals rendering mental health services in correctional institutions; provides for eligibility and priority; provides for awards in the amount of $2,000; makes related provisions.
