Clarifies the definition of persons with a disability for purposes of the definition of special populations to include people with a mental health diagnosis, people on the office of mental health caseload, people with an intellectual, developmental or cognitive diagnosis, people with physical disability or mobility impairment, and people with a sensorial disability diagnosis.
Establishes a missing persons unit within the division of state police; adds women to the responsibility of the missing and exploited children clearinghouse; provides that by January first, two-thousand twenty-five included in the curriculum for the training of law enforcement shall be missing and exploited women and missing and exploited women and children of color and indigenous descent; requires the reporting duties of law enforcement departments to include missing women, in addition to missing children and vulnerable adults; relates to the missing and exploited women and children clearinghouse fund; relates to the gift for missing and exploited women and children clearinghouse fund.
Establishes the reimaging excess New York state property act; provides the reimaging excess New York state property authority shall purchase any abandoned, surplus or otherwise unused state-owned real property and reconstruct, renovate, replace, maintain, repair, enlarge, extend, operate, lease, as lessee or lessor, and/or regulate the repurposing of such properties.
Prohibits utility corporations from imposing late fees, interest, or penalties during an investigation by the commission; allows retroactive late fees, interest, or penalties if a determination is made in favor of such utility corporation; prohibits utility services from being terminated during an investigation by the commission; requires utility corporations to notify customers of investigations; requires notice to the general public.
Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature.
Permits on-premises retail licensees to purchase wine and liquor from off-premises retail licensees and off-premises retail licensees to purchase wine and liquor from on-premises retail licensees.
Enacts the "microbusiness resiliency and growth act"; defines "microbusiness" as a business employing five or fewer persons, is resident in this state, is independently owned and operated, is not dominant in its field, and does not conduct its business transactions primarily over the internet; further provides for a segregated sales tax system for such microbusinesses.
Exempts the city of New York, the city school district of the city of New York, the New York city industrial development agency, the New York city health and hospitals corporation, or the New York city housing authority in connection with construction contracts that have an estimated cost of no less than five million dollars or is subject to an owner-controlled insurance program for projects from requirements regarding application to a particular insurance company, agent or broker.
Directs the commissioner of the office of children and family services, in consultation with the commissioner of education, to develop educational materials regarding resources and programs available to foster care youth who are preparing to attend or are attending institutions of higher education including information on funding opportunities that are available for such youth.
Requires the commissioner of health to develop a sustainability plan for the state university of New York downstate medical center; provides that such sustainability plan shall not limit or alter the rights of employees pursuant to a collective bargaining agreement.
Relates to authorizing state university police, regional state park police and detective investigators for the office of the attorney general to receive additional service credit in an optional twenty year retirement plan.
