Establishes an administrative adjudication hearing procedure for code and ordinance violations for the city of Long Beach for all code and ordinance violations relating to conditions which constitute a threat or danger to the public health, safety or welfare.
Amends provisions relating to certain employers; provides that on or before April 1, 2024, the commissioner of labor, in consultation with the commissioner of health, shall submit a report to the governor, the temporary president of the senate, and the speaker of the assembly on the number of employees who were provided unpaid or paid sick leave or disability benefits.
Requires disclosure to the department of audit and control of annual employment reports for non-charitable, non-profit entities that are qualified as an exempt organization or entity by the United States Treasury under I.R.C. 501(c)(3) and (4) and that receives more than twenty-five percent of their total annual revenue from state funds.
Directs the department of transportation to issue a report on the distribution of state highway funding by region and to develop a formula for future distribution; requires the commissioner of transportation shall cause to be performed an evaluation of the preventative maintenance of state highways and bridges in each department of transportation region; makes related provisions.
Provides that such rates of payment shall be updated to reflect the most current mean price for free-standing residential health care facilities with less than three hundred beds each time that the cost basis of residential health care facility rates is updated.
Relates to the performance standards that must be met by managed long term care plans; enables managed long term care plans operated by organizations that also operate an Institutional Special Needs Plan (ISNP) or a PACE program, but not a Medicare Dual Eligible Special Needs Plan, to continue to meet managed long term care plans performance standards.
Relates to the dangers to safety and health and the creation of a public nuisance caused by the sale, manufacturing, distribution, importing, and marketing of firearms.
Enacts the HOPE pilot program; allows households to apply for multiple food and anti-poverty benefits simultaneously online; enables families to work with nonprofit and government agencies to enact action plans to boost their long-term self-sufficiency.
Requires the comptroller to retain, from revenues collected from unclaimed bottles, an amount equal to 2% of the total revenues collected in the prior calendar year, for use towards expanding and creating bottle redemption centers under the beverage container assistance program; increases the handling fee paid by deposit initiators to dealers or operators of a redemption center from 3.5 cents to 5 cents.
Provides certain exemptions for individuals having entered into a contract to play baseball at the minor league level and who is compensated pursuant to the terms of a collective bargaining agreement; includes exemptions under the labor law from minimum wage, overtime, and recordkeeping requirements and under article 6 of the labor law including but not limited to, recordkeeping requirements, wage statement requirements, and weekly pay requirements for "manual workers".
Relates to an exemption for certain property from the prohibition of alcohol sales within a certain distance of a church for a condominium building in Manhattan.
Provides that where safety equipment or devices have been made available, and an employee has failed to follow safety instruction or safe work practices in accordance with training provided, or failed to utilize provided safety equipment or devices, or engaged in a criminal act or was impaired by the use of drugs or alcohol, and such failure, act or impairment is a proximate cause of an injury to such person, the conduct attributable to such person shall not bar recovery, but the amount of damages otherwise recoverable shall be determined in accordance with contributory negligence provisions.
