Prohibits the operation of horse drawn cabs in the city of New York; defines the circumstances under which sale or disposal of a horse shall be deemed humane.
Allows a city with a population of one million inhabitants or more, or any district, board or agency with jurisdiction exclusively within such city, to authorize or require bids and offers for any contract to be submitted in an electronic format; provides such city, district, board or agency may conduct a public opening and reading of bids or identification of offerors.
Authorizes legacy cadet corps programs to access and use for a permanent headquarters the seventh regiment armory for the purposes of programming during periods which are not periods of civil or military emergency.
Declares that a law authorizing a child to be removed from their parent or guardian based on the parent or guardian allowing their child to receive gender-affirming care is against the public policy of this state; relates to forum in domestic relations cases.
Relates to including service rendered by investigators and sworn officers of the waterfront commission of New York harbor in the 20 year retirement plan for officers of the state police; adds investigators and sworn officers to the definition of police officer.
Relates to the presidential primary, to provide for the election of delegates to a national party convention or a national party conference in 2024; schedules the presidential primary election for April 2, 2024; updates the political calendar accordingly; requires cure affirmations for curing ballots to be received by the board of elections no later than 7 business days after the board's mailing of the curable rejection notice or the day before the election, whichever is later; provides that any write-in vote for a candidate whether or not such candidate's name is on the ballot for that contest shall be counted for such candidate unless such write-in vote creates an invalid overvote in the contest; allows ballot envelopes without a postmark to be a curable defect; requires additional attestations to cure such defect; relates to the ability and proceeding to contest certain certificates to fill a vacancy in a designation; provides that absentee ballots may be canvassed at the poll site on election day; provides that no board of elections shall commence a full manual recount of a particular contest unless and until such board has completed and announced the results of the recanvas otherwise required, for each applicable election district.
Relates to acknowledging the fundamental injustice, cruelty, brutality and inhumanity of slavery in the city of New York and the state of New York; establishes the New York state community commission on reparations remedies to examine the institution of slavery, subsequently de jure and de facto racial and economic discrimination against African-Americans, the impact of these forces on living African-Americans and to make recommendations on appropriate remedies; provides for the repeal of such provisions.
Authorizes the Carmel Central School District to offer a separate referendum on the question of term limits for members of the Carmel Central School District board of education.
Authorizes county highway superintendents to rent road machinery from any city, town or village; authorizes town highway superintendents to contract for the use of certain services and town machinery, tools and equipment with another municipality, district corporation, school district, community college or any unit of the state university.
