Establishes a pilot program to provide grants to local education providers to implement high-impact tutoring programs prioritizing low-income or underserved students to address student learning loss or unfinished learning resulting from the COVID-19 pandemic.
Relates to establishing the "340B prescription drug anti-discrimination act"; prohibits pharmaceutical manufacturers and pharmacy benefit managers from discriminating against covered entities and New York state pharmacies based on participation in the drug discount program authorized by section 340B of the federal public health service act.
Enacts the "Give Kids a Chance - Carter's Law" mandating health insurance coverage for congenital anomalies including certain reconstructive services, habilitative services, and inpatient and outpatient services.

Authorizes municipalities to offer a real property tax exemption for property owned by certain persons performing active duty in a combat zone in an amount to the extent of fifteen percent of the assessed value of the real property, but shall not exceed twelve thousand dollars.
Requires employees of a public passenger ferry system employed as United States coast guard-licensed officers or in any position for which a United States coast guard officer license, endorsement or credential is required by law or by the relevant civil service job specifications, to be included under the phrase "laborers, workmen or mechanics" as used under certain provisions of the labor law relating to the ability of employee organizations to negotiate with employers.
Places limitations on transactions involving the sale of catalytic converters to junk dealers, junk yard owners or operators, or scrap metal processors or scrap metal processing facilities; relates to record keeping relating to transactions involving the sale of catalytic converters.
Establishes local wage enforcement authority in the city of New York; authorizes the city of New York to establish a minimum wage that is higher than the statewide minimum wage.
Requires that the average annual wage and average weekly wage of the state of New York, which determine the maximum cap for unemployment insurance benefits, be adjusted for inflation each year.
