Requires employers to submit an affirmative acknowledgement of implementing a sexual harassment prevention policy which meets or exceeds the minimum standards upon the completion of the employer's annual training or the training of a newly hired employee.
Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Relates to a training course and curriculum on the handling, investigation and response procedures concerning reports of domestic violence; requires law enforcement and judicial employees to participate in such training; makes related provisions.
Enacts a uniform incident reporting system regarding removal of students and other persons from classrooms and school property; establishes a registry to include the names of all persons who are removed from classrooms and school property, name of the school district and school, name of teacher, age and grade of student, reason for removal, action taken by school, and disciplinary action against student; requires annual report to governor, legislature and board of regents; provides for reports to commissioner of education and allows him to take appropriate action.
Establishes a division of early childhood within the office of children and family services to coordinate, consolidate and integrate early childhood programs.
Provides that any condition of impairment of health caused by Parkinson's Disease, resulting in total disability or death to a volunteer firefighter is presumptive evidence that such disability or death was caused by the natural and proximate result of an accident and was sustained in the performance and discharge of duty.
Prohibits persons named on the No Fly List maintained by the Terrorist Screening Center administered by the Federal Bureau of Investigation from obtaining or renewing a license to carry, possess, repair and dispose of firearms.
Requires a purchaser of any firearm, rifle or shotgun to submit to a mental health evaluation and provide the seller with his or her approval to purchase such firearm.
Requires two qualified psychiatrists to be employed by each school district to perform and coordinate the provision of mental health services in the public schools.
Prohibits the banning of books or other materials by libraries or library systems; provides that no library or library system shall receive state aid unless such entity adopts the American Library Association's Library Bill of Rights that indicates materials should not be proscribed or removed because of partisan or doctrinal disapproval or develops a written statement prohibiting the practice of banning books or other materials.
