Directs the comptroller to review and provide a recommendation of approval or modifications, for submission for federal approval of any tribal-state compact approved or executed between the state of New York, the governor, or his or her designee and an Indian nation or tribe.
Provides that the commissioner of education may also withhold from any district or city its share of the public money of the state for willfully disobeying any provision of law, or for such decisions, orders or regulations as aforesaid whose willful violation constitutes an immediate threat to the health, safety, education or welfare of students, employees or visitors at such common school, educational institution, school district or public school.
Directs the establishment of a pool of utilization review agents from health services specialties; requires impartiality; provides for the appointment of agents from the pool; requires random review of utilization review records; prohibits conflicts of interest.
Relates to the purchase of zero-emission capable hybrid and zero-emission buses; relates to the procurement of electric-powered buses, vehicles or other related equipment; provides for the repeal of such provisions upon the expiration thereof.

Relates to consideration of the potential impacts of a proposed rule on small businesses and local governments; requires additional efforts to notify interested small businesses or local governments and/or organizations representing their interests of proposed rules.
Authorizes Frank Smith, a New York city police detective, to receive accidental performance of duty disability retirement benefits for illness suffered as a result of exposure to disease during undercover assignments as a member of the police department of the city of New York.
Relates to eligibility for certain employees of certain affiliates of the metropolitan transportation authority for health benefits; provides that employees in titles Deputy Superintendents, Superintendents, Assistant General Superintendents or Group Station Superintendents shall be eligible for and provided with only health insurance plans whose costs to participants, including, without limitation, co-payments, co-insurance and employee contributions, are equal to or less than the costs of health insurance to employees directly supervised by such Deputy Superintendents, Superintendents, Assistant General Superintendents or Group Station Superintendents.
Requires more specific data reporting by the chief administrator to include information relating to all courts in the unified court system, including town and village courts.
Provides that in the event child protective services receives a duplicate report on an open case that has not been founded, indicated or referred to services, such duplicate report shall merge with the open case and remain open an additional thirty days for further investigation.
Requires the ethics commission of the unified court system to post each state-paid judge's annual financial disclosures on the ethics commission's public website for five years beginning with filings made on January 1, 2018.
Relates to promotions of lieutenants; grants a lieutenant who has served for a period of fifteen years the same rights in respect to the police pension fund as a lieutenant detailed to act as lieutenant commander detective squad or lieutenant special assignment.
Promotes efficient and effective oversight of continuing care retirement communities; transfers certain powers and duties from the continuing care retirement community council to the commissioner of health; repeals certain provisions of law relating thereto.
