Authorizes the governor to execute a settlement relating to certain land claims between the state and the Saint Regis Mohawk Tribe, the Mohawk Council of Akwesasne, and the Mohawk Nation Council of Chiefs.
Amends provisions relating to public campaign financing; changes certain thresholds and procedures; permits retention of matching funds for future use; specifies when a candidate is opposed by a competitive candidate; requires a disclosure on political communications.
Enacts "the planned offshore wind transmission act"; requires the New York state energy and research development authority to establish a plan for improved transmission planning and coordinating systems for an offshore grid; requires the authority conduct a benefit-cost-analysis and ratepayer impact study to determine the overall costs of implementing planned transmission and coordinated systems for an offshore grid.
Provides a tax exemption on real property owned by active auxiliary police officers in local law enforcement agencies in certain counties having a population of more than three hundred thirty-eight thousand and less than three hundred forty thousand, determined in accordance with the latest federal decennial census.
Implements agreements between the state and an employee organization relating to compensation, benefits and other terms and conditions of employment of certain state officers and employees; makes an appropriation therefor (Part A); provides for the salaries of certain state officers and employees excluded from collective negotiating units; makes an appropriation therefor (Part B).
Implements an agreement between the state and an employee organization; provides for the adjustment of salaries of certain incumbents in the professional service in the state university; makes an appropriation for the purpose of effectuating certain provisions thereof.
Allows the department of financial services to have additional oversight of banks and insurance companies that are not currently licensed in this state; provides penalties for violations.
