Provides that charter school applicants shall first apply to the local board of education of the school district or the community district education council for approval or renewal of a charter.
Exempts certain parcels of land from licensing restrictions prohibiting manufacturers, wholesalers and retailers of alcoholic beverages from sharing an interest in a licensed premises and from selling at retail for consumption off the premises.
Permits and encourages state owned parking facilities to install solar canopies in any parking garage, open parking lot or other parking facility owned and/or operated by the state of New York, that offers parking spaces for the purposes of public use, state employee use or pay-per-usage constructed prior to January first, two thousand twenty-eight; requires such installation after January 1, 2028.
Provides for review of bail data reports by the state commission on judicial conduct to study such reports for evidence of bias or prejudice by any judge or justice, and where appropriate based on such reports, to initiate, investigate, and hear complaints and otherwise comment on matters of bias and prejudice evidenced therein.
Relates to expanding the geographical area of employment of university police officers; extends the jurisdiction of New York state university police officers from state university of New York property and abutting roadways to all areas of the state.
Exempts citywide/community education councils (CCECs), school leadership teams (SLTs) and district leadership teams (DLTs) from the in-person quorum requirements for videoconferencing by public bodies.
Extends the limitations on the shift between classes of taxable property in the town of Orangetown, county of Rockland for the 2023--2024 assessment rolls.
Relates to participation in World Trade Center rescue, recovery and cleanup operations by members of the organized militia; provides that members of the organized militia shall qualify as employees for the purposes of making a claim under the workers' compensation law for participation in the World Trade Center rescue, recovery and cleanup operations.
Requires that a minimum of ten percent of the labor hours of the total construction workforce employed by all contractors and subcontractors performing work pursuant to a construction contract shall be performed by a person or persons participating in a certified apprenticeship program; makes technical amendments.
