Relates to the submission of a twenty-year capital needs assessment to the metropolitan transportation authority capital program review board; provides that such assessment shall be adopted by not less than a majority of members of the authority in the office, except in the event of a tie.
Requires specific review procedures for approval of development projects in marshlands by the city planning commission including site plans, surveys, environmental review and community hearings and input.
Establishes the New York state museum partnership trust to serve as a focal point for the receipt and administration of private gifts, devises and bequests of real and personal property donated to further historic preservation, advance cultural education, and enhance the state museum; makes an appropriation of $250,000 for the hiring of an executive director of the trust.
Requires that any penalties for violations of housing standards or building and fire codes be assessed and imposed within fourteen days; increases certain fine amounts for violations of housing standards.
Requires public notice and comment for any contract for goods, services or construction to be awarded by other than competitive sealed bidding or competitive sealed bids from prequalified vendors in excess of a threshold established by the procurement policy board by rule; provides for the repeal of such provisions upon the expiration thereof.
Relates to the salary of certain teachers employed by a board of cooperative educational services providing instruction in career and technical education to school age students.
Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions.
Prohibits libraries and library systems, including school libraries and school library systems from banning books or other materials based on partisan or doctrinal disapproval.
