SILLITTI -- read once and referred to the Commit- tee on Election Law -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the election law and the vehicle and traffic law, in relation to joining multistate voter list maintenance organizations The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Article 5 of the election law is amended by adding a new 2 title 10 to read as follows: 3 TITLE X 4 MULTISTATE VOTER LIST MAINTENANCE ORGANIZATION MEMBERSHIP AUTHORIZATION 5 Section 5-1000. Joining a multistate voter list maintenance organiza- 6 tion. 7 5-1001. Authorization to share registration records with multi- 8 state voter list maintenance organization. 9 § 5-1000. Joining a multistate voter list maintenance organization. 10 New York state may join as a member state in one or more multistate 11 voter list maintenance organizations including, but not limited to, the 12 electronic registration information center or its successor. The commis- 13 sioner is authorized to expend funds as available for membership fees, 14 dues and other expenses related to such memberships. 15 § 5-1001. Authorization to share registration records with multistate 16 voter list maintenance organization. 1. Notwithstanding any other 17 provision of law, the state board of elections may provide to the multi- 18 state voter list maintenance organization, of which the state board is a 19 member, the voter registration information required by the organization, 20 as specified in the organization's membership agreement. 21 2. The state board of elections may also provide to the multistate 22 voter list maintenance organization, to which the state board is a 23 member, any information provided to them from the department of motor EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted.  A. 7052--A 2 1 vehicles pursuant to section two hundred nineteen-a of the vehicle and 2 traffic law. 3 § 2. The vehicle and traffic law is amended by adding a new section 4 219-a to read as follows: 5 § 219-a. State membership in a multistate voter list maintenance 6 organization. For the purposes of participating in a multistate voter 7 list maintenance organization, as authorized in section 5-1001 of the 8 election law, the commissioner is authorized to provide to the state 9 board of elections all information required by the organization, as 10 specified in the organization's membership agreement, including but not 11 limited to the driver's: 12 1. DMV ID number; 13 2. last four digits of the driver's social security number; 14 3. current record status; 15 4. phone number; and 16 5. e-mail address, provided that the conditions and terms of member- 17 ship are consistent with the provisions of this chapter and title ten of 18 article five of the election law pertaining to such membership or recip- 19 rocal recognition of vehicle registrations. 20 § 3. New York state must make good faith efforts to join a multistate 21 voter list maintenance organization promptly after the effective date of 22 this act and must complete its registration with a multistate voter list 23 maintenance organization on or before December 31, 2025. 24 § 4. This act shall take effect immediately.
