JENSEN -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to requiring new teachers to have completed training for evidence-based reading instruction The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3004 of the education law is amended by adding a 2 new subdivision 7 to read as follows: 3 7. a. Notwithstanding any other provision of law, the commissioner 4 shall prescribe regulations requiring that all persons applying, on or 5 after January first, two thousand twenty-five, for a certificate or 6 license to be a childhood education teacher, early education teacher, 7 special education teacher, or reading specialist shall, in addition to 8 all other certification or licensure requirements, have completed two 9 hours of coursework or training in evidence-based reading instruction. 10 Such coursework shall include education on: 11 i. language acquisition; 12 ii. literacy development; 13 iii. phonological processing; 14 iv. phonics and word recognition development; 15 v. spelling; 16 vi. fluency and automaticity development; 17 vii. vocabulary development; 18 viii. text comprehension development; 19 ix. assessment administration and interpretation; 20 x. letter formation; 21 xi. orthographic processing; 22 xii. morphological awareness; 23 xiii. structure of language; 24 xiv. language based learning disabilities; 25 xv. written expression; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. The coursework or training shall be obtained from an institution or 3 provider which has been approved by the department to provide such 4 coursework or training. Each applicant shall provide the department with 5 documentation showing that they have completed the required training. 6 § 2. This act shall take effect immediately.
