LIU, JACKSON, MAY, MAYER -- read twice and ordered printed, and when printed to be committed to the Committee on Educa- tion -- reported favorably from said committee and committed to the Committee on Rules -- ordered to a third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend the education law, in relation to developing grow your own initiatives at school districts, boards of cooperative educational services and higher education institutions The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. This act shall be known and may be cited as the "teachers 2 and educators aiding the communities they call home (TEACH) act". 3 § 2. The education law is amended by adding a new section 3039 to read 4 as follows: 5 § 3039. Grow your own initiative. 1. The commissioner, in consultation 6 with the department of labor, chancellor of the state university of New 7 York and chancellor of the city university of New York, shall develop 8 guidelines for school districts, boards of cooperative educational 9 services and institutions of higher education to use to develop grow 10 your own initiatives aimed at attracting underrepresented candidates 11 into the teaching profession. Such guidelines shall include but not be 12 limited to: 13 (a) Efforts for local recruitment of underrepresented candidates, 14 including those who are current teaching assistants, paraeducators, and 15 current students; 16 (b) Initiatives aimed at creating an early recruitment pipeline begin- 17 ning at the middle and high school level; 18 (c) Partnerships between school districts, community-based organiza- 19 tions, educator preparation institutions and institutions of higher 20 education to encourage and support underrepresented candidates to enter 21 and remain in the teaching profession; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. For purposes of this section "underrepresented candidate" means an 5 individual that has participated in, or may be eligible for, my broth- 6 er's keeper, teacher opportunity corps program, higher education oppor- 7 tunity program, education opportunity program or other similar program. 8 § 3. This act shall take effect on the one hundred eightieth day after 9 it shall have become a law.
