  STATE OF NEW YORK ________________________________________________________________________ 8617  IN SENATE February 21, 2024 ___________ Introduced by Sen. PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT in relation to directing the state energy planning board to conduct a study on the time frames for replacing or upgrading battery energy storage systems at renewable energy facilities The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. For the purposes of this act, "renewable energy facili- 2 ty" shall have the same meaning as renewable energy systems as defined 3 in section 66-p of the public service law. 4 2. The state energy planning board is hereby directed to conduct a 5 study on preparing renewable energy facilities for the distribution of 6 clean energy. 7 3. Such study shall include, but not be limited to: 8 (a) time frames for replacing or upgrading battery energy storage 9 systems at renewable energy facilities; 10 (b) the intake and distribution capacity of all major and minor renew- 11 able energy facilities in the state; 12 (c) inspection of each renewable energy storage facility and resulting 13 recommendations on maintenance, operation, and labor requirements for 14 each such facility; and 15 (d) time frames for enacting such recommendations to ensure a smooth 16 transition to clean energy storage and distribution across the state. 17 4. No later than six months after the completion of the study, the 18 state energy planning board shall prepare and submit a report containing 19 the findings of the study to the New York state energy research and 20 development authority, the governor, the temporary president of the 21 senate, and the speaker of the assembly. 22 5. Such report shall be published on the New York state energy 23 research and development website. 24 § 2. This act shall take effect immediately.
