Establishes the crime of assault on a food delivery person as a class E felony; defines a food delivery person to mean a person employed by a restaurant, or put into service by a restaurant, retail food store licensed by the department of agriculture and markets, or a third party vendor, or to deliver food or other goods pursuant to an order placed by a customer.

Creates the crime of crimes against a delivery person when a specified offense is committed against a restaurant delivery person; establishes for purposes of this crime a delivery person shall mean a person employed by a restaurant or put into service by a restaurant to deliver prepared food to a location outside the restaurant pursuant to an order placed by the purported recipient of the food.
Requiring a food delivery service to enter into an agreement with a food service establishment or food retail store before offering delivery service from that restaurant.
Requires third-party food delivery services maintain insurance through a group policy that covers bodily injury or death arising out of or resulting from qualifying accidents involving a delivery person.
