Establishes distinctive "POW-MIA" license plates; establishes the "POW-MIA awareness fund" to fund POW-MIA public education and awareness campaigns and veteran services by Rolling Thunder New York chapters and upon approval by the state director of veterans' services.
Relates to controlled substances and indeterminate sentences; relates to the expansion of merit time; repeals provisions relating to the allowance of limited credit time for incarcerated individuals.
Alters the composition of the state board of parole to include members who shall adequately reflect the composition of the prison population in race, age, and geographic area of residence.

Relates to requiring building condition surveys to be conducted on public school buildings constructed prior to 1950 every other year and a visual inspection in alternate years.
Requires abandoned property escheat to the Indian nation or tribe that historically occupied the land or to the nearest nation or tribe; establishes such land shall be tribal land.
Relates to parole eligibility for crimes committed at age twenty-one or younger; provides if such individual is convicted of a crime prior to their twenty-second birthday for which they were sentenced to a period of incarceration greater than 20 years, they shall be eligible for parole after twenty years of incarceration.
Establishes a process for neutral arbitrators to review certain disciplinary decisions and penalties imposed on members of the New York city police department.
Prohibits corrections employees from participating in degrading behavior towards incarcerated persons or fellow employees; establishes any individual who participates in such behavior shall be disciplined by the department and may have their employment terminated for cause.
Establishes a joint legislative committee on racial equity in New York state to review and prepare a racial equity impact assessment on all legislation that is reported favorably to both houses of the legislature.
Authorizes the commissioner to place certain incarcerated individuals in home confinement during a declared state of emergency if such state of emergency conditions materially affect the functioning of the department of corrections and community supervision.
