Establishes the Native American and Other Historically Marginalized Groups Discrimination and Injustice Commission which shall complete a study and submit a report regarding discrimination and injustices historically and currently faced by indigenous people and other historically marginalized groups living within the state.
Requires on-bill financing be an option for certain energy efficiency services; requires the disclosure of on-bill financing prior to the sale of real property.
Provides for toll reimbursement for port authority of New York and New Jersey employees for entering or exiting the port authority port district, the twenty-five mile radius of the Statue of Liberty National Monument.
Imposes a tax on certain businesses when people are displaced from their employment due to certain technologies based on the sum of any taxes or fees imposed by the state or any political subdivision thereof computed based on a displaced employee's wage.
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
Prohibits the sale and installation of certain playground equipment and ground covering which contains recycled tires or any equipment which was made in part or in whole using recycled tires.
Authorizes the New York state environmental facilities corporation to award grants and loans to community water systems and non-community water systems for water quality projects that relate to the removal of perfluoroalkyl and polyfluoroalkyl substances (PFAS).
Allows certain claimants to be reclassified to permanent total disability or total industrial disability due to extreme hardship; defines extreme hardship.
Requires the registration of electric scooters and bicycles with electric assist; requires the commissioner of motor vehicles, in consultation with the commissioner of transportation, to create a public outreach and education campaign informing the public concerning the statutory registration requirements for motorcycles, mopeds, electric scooters or bicycles with electric assist; requires distinctive number and form of number plates for mopeds or electric scooters; prohibits the operation of electric scooters, mopeds or bicycles with electric assist on sidewalks; establishes the safe streets bureau requiring the superintendent of state police to create a patrol and enforcement bureau for mopeds, electric scooters and bicycles with electric assist, and assign to it members of the New York state police in such numbers and appoint to it such investigative specialists in such numbers as may be required for the purpose of preventing, investigating and detecting violations of the criminal laws and vehicle and traffic laws of the state, and conducting such other investigations as may be provided for by law.
Requires cable television companies to offer cable television channels on an individual basis; provides that the public service commission be responsible for approving rates.
Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
