Creates a Great Lakes and state waters bill of rights that declares the right of the Great Lakes and state waters to exist, flourish and naturally evolve.
Prohibits insurance companies from imposing a co-pay pursuant to a follow up visit with a physician in order to receive a refill on an opioid drug prescription which was initially written for seven days or less.
Waives application fees for individuals who certify to the state civil service department that they are unemployed; removes provisions requiring an individual also be primarily responsible for the support of a household or receiving public assistance.

Provides pregnant persons with alternative birth choices to preserve the life of a fetus when electing to have an abortion by health care practitioners offering sedated birth and perinatal hospice procedures.
Creates the "I love NY outdoors" program; such program shall require the commissioner of economic development to develop a marketing strategy that would promote New York as a premiere destination for hunting and fishing; appropriates $2,500,000 therefor.
Codifies the duty of real estate brokers to supervise salespersons and associate brokers through regular, frequent and consistent personal guidance, instruction and oversight; lists elements of supervision including the ability to familiarize salespersons with state and federal laws against discrimination.
Requires utility companies to provide written notice to the owner of a residential property of the date and approximate time the utility company will enter onto the property and the purpose for which the utility company employee or contractor shall be entering onto the property.
Creates a banking development district working group to assess the banking development district program and provide an annual report to the governor and legislature on the strengths and weaknesses of such program; defines unbanked and underbanked.
Extends the revocation period for real estate brokers and real estate salespersons from one year to three years; includes the license revocation and suspension history of real estate brokers or real estate salespersons on the data.ny.gov website.
Establishes the crime of sexual abuse against a patient or client by a health care provider in the first and second degree; designates such crimes as being class B and E felonies, respectively.
