Expands juvenile offender status to include rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, aggravated sexual abuse in the second degree and aggravated sexual abuse in the third degree if committed by persons thirteen, fourteen or fifteen years of age.
Directs the superintendent of financial services to promulgate rules and regulations limiting the use of credit scores to determine automobile insurance premiums.
Enacts the New York state excess food act which provides for mandatory donation of consumable food products; provides mandatory composting of appropriate materials; establishes the New York state excess food fund which will be funded by fines collected from violations of the New York state excess food act.
Allows for three forty-five day extensions of necessary and available emergency shelter for victims of domestic violence instead of the current two forty-five day extensions.
Authorizes municipalities to establish an emergency repair pilot program; enables municipalities to repair immediately hazardous code violations in buildings where the owner has not undertaken such repairs in a reasonable time.
Establishes an office of special education services within the state education department to administer programs for children with disabilities to be headed by an assistant commissioner appointed by the board of regents.
Provides that prior year claims due to school districts shall be paid out of any excess settlement amount recovered by the attorney general prior to being apportioned to the general fund.
Provides additional enforcement of housing maintenance code violations in the city of New York; requires the department of housing preservation and development to produce a list of owners/landlords with multiple violations; directs HPD to commence proceedings to be appointed as the administrator of buildings with multiple, longstanding violations; provides additional penalties.
Authorizes people who transport a severely disabled person as an eligible person to receive disabled person plates; defines who qualifies as eligible persons.
Establishes the Cannabis Community Reinvestment Act; includes requirements for cannabis operators; includes the obligation to reinvest in communities disproportionately impacted by cannabis prohibition including, if applicable, the community such operator is located in; provides for the review of reinvestment plans by the department of financial services.
Requires a public housing authority to file in the office of the commissioner of housing and community renewal and with the temporary president of the senate and the speaker of the assembly a physical needs assessment every five years; defines "physical needs assessment".
Directs the advisory panel on employee-owned enterprises to evaluate barriers to certification as MWBEs for employee-owned businesses and recommend strategies for continuation of certified business enterprises upon the transfer or sale of such business; extends the expiration date of the panel.
Relates to providing timely and up-front payments from the state to small not-for-profit corporations; enables the competitiveness of smaller not-for-profit corporations serving the state.
