Directs the commissioner of the office of temporary and disability assistance to develop and implement a program to replace all EBT cards issued in the state which utilize magnetic strips with cards that utilize chip technology.
Imposes a tax on out-of-state transfers, dividends, payments, and loans by certain accident and health insurance companies and health maintenance organizations to be deposited in the New York state agency trust fund, distressed provider assistance account.
Prohibits the addition or change to certain wage orders which would have the effect of requiring an employer to pay an employee for time not actually worked.
Creates substance use prevention and recovery resource materials which include age-appropriate information on the risks of drug use, overdoses, and how to include resources from outside of the school district to improve instruction.
Requires the superintendent of financial services to audit certain reports to ensure such insurers are in full compliance with federal and state mental health and substance use disorder parity requirements.
Adds a defendant's identifiable ties to the community, state, and/or county to judges' considerations of whether to fix a securing order, including residence, employment, enrollment with an educational institution, and immediate family.
Creates a pilot program to encourage homeownership among persons and groups who are currently underrepresented in homeownership and/or have seen a marked decline in rates of homeownership over the last decade; provides for the repeal of such provisions upon the expiration thereof.
Requires the commissioner of education to promulgate regulations that provide for the immediate decertification of any teacher who is convicted of a felony under NY law or any offense under the laws of another jurisdiction that would be a felony under NY law.
Relates to increasing the class for certain vehicular crimes and enacting Kane's law; increases the class of vehicular manslaughter in the first and second degrees, aggravated vehicular homicide, and aggravated unlicensed operation in the first degree.
Directs the state comptroller to conduct an audit of the department of financial services to ensure the agency is meeting its responsibility to evaluate and assess insurer compliance with federal and state mental health and substance use disorder parity requirements.
