Provides for a priority call system for use in connection with emergency disconnections of utilities, service coverage and oversight of response time in connection with the emergency disconnection of utilities.
Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life.

Creates a transparency database for contracted not-for-profit organizations; provides such database will include those that are in the process of being approved for contracts, that have received certificates of approval, are approved for contracts, have received renewal contracts, or have been the recipient of fully-executed contracts with the state of New York.
Increases to $50,000 the cost of the construction of a building, structure or public work, above which a professional engineer, land surveyor or architect must be utilized to plan and supervise the construction thereof.
Implements escalating penalties for vehicles which have been documented multiple times by a photo violation monitoring device for failure to comply with traffic-control indications up to a suspension of a vehicle's registration.
Subjects to taxation the possessory interest of a private individual or corporation which uses real property owned by the United States or the state, except for real property owned by public authorities, for business purposes; excludes private property where the use is for a concession available to the general public located on property, such as parks, available for the use of the general public.
