Authorizes the city of Little Falls, in the county of Herkimer, to issue serial bonds in an aggregate principal amount not to exceed three million four hundred thousand dollars for the purpose of liquidating deficits in its general, golf, and water funds; requires that the city of Little Falls prepare quarterly budget reports, quarterly trial balances and a three-year financial plan.
Designates an individual found to have harassed or shown a harmful pattern of conduct directed at amateur or professional athletes, coaches, officials, or participants of a sports event, including but not limited to certain instances of verbal, written or electronic threats, lewd or obscene statements or images, vandalism or nonconsensual physical contact, as a prohibited sports bettor.
Authorizes school districts to establish reserve funds for special services or programs upon approval by the board of education of such district in an amount not to exceed 10% of other reserve funds of the district.
Provides that every insurance policy delivered or issued for delivery in New York which provides major medical or similar comprehensive-type coverage shall provide space on any enrollment, renewal or initial online portal process forms so that the insured or applicant for insurance shall register or decline registration in the donate life registry.
Provides for expanded non-medical in-home services, non-institutional respite services, case management services, and ancillary services without a prescription or physician's order; repeals certain cost sharing requirements for such services.
Creates a service learning program for students serving as active volunteer firefighters or volunteer ambulance workers; mandates certain features of such program.
Provides that the department of health shall make available to licensed home care services agencies all platforms, applications, software, forms and other documents necessary for the licensed home care services agency to submit statistical reports associated with required registration materials.
Authorizes the county of Tompkins to offer an optional twenty year retirement plan to Bryan Jolly, a deputy sheriff employed by such county upon such officer's election to participate in such plan.
Relates to enacting the central air conditioner and heat pump rights act; provides that a homeowners' association may not adopt or enforce any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or use of a central air conditioner or heat pump.
Prohibits the sale of children's products, mattresses and upholstered furniture containing fiberglass unless they contain a prominent label; defines children's product; prohibits custom upholsterers from repairing or restoring any children's product, mattress or furniture with parts that contain fiberglass; provides remedies for violations.
Authorizes David Edwards to receive certain service credit under a twenty-five year retirement plan offering one-sixtieths after twenty-five years of total creditable service for service with the Binghamton Fire Department.
Enacts the "New York gift certificate scam prevention act" to require certain sale, security and record-keeping requirements for gift certificates by sellers of gift certificates.
