Prohibits the issuance of a permit for the construction of a new multiple dwelling unless the multiple dwelling contains the minimum number of dwelling units required for the lot; defines minimum number of units required.
Extends certain provisions relating to establishing initial rents in respect of certain loans to owners of existing multiple dwellings to June 30, 2027.
Requires builders to include, on any building permit application, the name of the community school district in which the proposed dwelling or dwelling units will be located, the number of families that will occupy the dwelling or dwelling units, and an estimate of the number of child occupants of compulsory school age.
Includes additional community districts in which pilot programs to address the legalization or conversion of certain basement and cellar dwellings can be established by local law.
