Exempts amounts received from any financial settlement for childhood sexual abuse for determining eligibility for or amount of benefits under any program provided under the social security law.
Establishes the New York state foreign dependent children tax inclusion act authorizing a tax deduction for support provided to children outside of the United States; defines "dependent children"; provides an exemption of $1,000 for each foreign dependent child.
Provides age caps for certain retirement systems for children receiving accidental death benefits; provides that such benefits shall continue in the same amount as received by the member's widow or widower as a joint and survivor pension until every such child shall die.
Requires a defendant who causes the death of a person with children due to driving while intoxicated or impaired to pay for child support of such children until they reach the age of 18 years old.
Relates to the establishment of free childcare centers in every court in the unified court system for the minor children and dependents of jurors, parties in civil cases, and criminal defendants.
Requires that attorneys be available to parents of minors and requires that all interactions with children by child protective services and the administration for children's services are videotaped.
Directs the social services district to take no action to establish paternity or a child support order when the applicant or recipient for aid to dependent children has established good cause to refuse to cooperate.
