Enacts "Ildefonso Romero's law" to establish the felony offense of aggravated assault for the causation of serious physical injury to or death of, as the case may be, any person, with intent to cause physical injury to such person or a third person.

Establishes the class C felony offense of assault on a school employee for the intentional causing of physical injury to a school employee while upon school grounds.
Establishes a cause of action against any person who intentionally intrudes, physically or otherwise, upon the solitude or seclusion of another or their private affairs or concerns if such intrusion would be highly offensive to a reasonable person.
Includes within the provisions of the class D felony of assault in the second degree, the reckless causation of serious physical injury to a child under seven years of age, by a person eighteen years of age or older; provides that "serious physical injury", for the purposes of the penal law, shall include, in the case of a child under 7 years of age, subdural hemorrhage, intercranial hemorrhage and retinal hemorrhages.
Designates crimes of manslaughter as class A-1 felonies when a defendant recklessly or with the intent to cause physical injury causes the death of a child.
Includes within the class D felony of assault in the second degree, the intentional causing of physical injury to an election officer while such person is performing their assigned duties; amends aggravated harassment and obstruction of governmental administration to include election officers.
