HELMING -- read twice and ordered printed, and when printed to be committed to the Committee on Crime Victims, Crime and Correction AN ACT to amend the correction law, in relation to creating a contraband and drug information hotline The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 2 of the correction law is amended by adding a new 2 subdivision 35 to read as follows: 3 35. "Contraband" means anything, which is capable of such use as may 4 endanger the safety or security of a detention facility or any person 5 therein which shall include, but not be limited to firearms and other 6 dangerous weapons as defined in section 265.00 of the penal law, danger- 7 ous instruments as defined in subdivision thirteen of section 10.00 of 8 the penal law, destructive devices as defined in 26 USC § 5845 (f) and 9 controlled substances as defined in section 220.00 of the penal law. 10 § 2. Section 112 of the correction law is amended by adding a new 11 subdivision 7 to read as follows: 12 7. The commissioner shall promulgate rules and regulations to facili- 13 tate the implementation and operation of a statewide, toll-free tele- 14 phone number, or hotline, to receive reports from callers providing any 15 information related to the introduction of contraband or possession of 16 contraband in a state correctional institution by incarcerated persons, 17 visitors or staff members. Such hotline shall receive reports of alle- 18 gations of reportable incidents twenty-four hours per day, seven days a 19 week and shall accept anonymous calls. 20 § 3.
