BAILEY, PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring training for teachers and administrators in the area of childhood trauma The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3004 of the education law is amended by adding a 2 new subdivision 4-a to read as follows: 3 4-a. In recognizing the effects of trauma on child development, the 4 commissioner shall prescribe regulations requiring that all persons 5 applying on or after January first, two thousand twenty-six for a teach- 6 ing certificate or license, including but not limited to a certificate 7 or license valid for service as a classroom teacher, teaching assistant, 8 pupil personnel service professional, school administrator or supervisor 9 or superintendent of schools, shall, in addition to all the other 10 certification or licensing requirements, have completed enhanced course 11 work or training in the area of trauma as it relates to children and its 12 impact on child development and learning. In addition, such regulations 13 shall require that enhanced training in the needs of children who have 14 experienced trauma be provided to each certified school administrator or 15 supervisor assigned on or after January first, two thousand twenty-six 16 to serve as a school administrator including, but not limited to, a 17 special education administrator. Such training shall be provided prior 18 to, or as soon as practicable following, assignment as a school adminis- 19 trator or special education administrator. Individuals serving as school 20 administrators or special education administrators as of January first, 21 two thousand twenty-six shall complete such training by such date. The 22 enhanced course work or training shall be obtained from an institution 23 or provider which has been approved by the department to provide such 24 course work or training in the needs of those who have experienced trau- 25 ma, provided that enhanced training for certified school administrators EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted.  S. 4161 2 1 or supervisors that meets standards prescribed by the commissioner may 2 be included in the professional development provided by the school 3 district or board of cooperative educational services to such adminis- 4 trators or supervisors. 5 § 2. This act shall take effect immediately.
