Prohibits any person who owns or manages more than four rental units within the state from serving as a public member on a rent guidelines board.
Requires that the city council appoint members to, designate the chairman of, fill vacancies of and remove members of the rent guidelines board.
Requires that the board of directors or board of managers of a converted cooperative or condominium, as the case may be, must be comprised of a majority of members elected by shareholders or owners in occupancy so that control of the converted cooperative or condominium is turned over to the unit owners as soon as possible; applies only to plans of 20 or more units.
Prohibits trustees and members of a board of education from having a family member who works for the same board of education or school district as the trustee or member.

Relates to prohibiting members of certain boards of directors who have been removed from serving on a board for a period of fifteen years; provides that for any housing entity with a board of directors overseen by the department of housing preservation and development, if a member of the board is removed by the department or by court order, such member shall be banned from serving on a board overseen by the department for a period of 15 years.
Prohibits the collecting of information of historical or contemporaneous prices, supply levels, or lease or rental contract termination and renewal dates of residential dwelling units from two or more rental property owners for purposes of analyzing or processing of such information using an algorithm and of recommending rental prices, lease renewal terms, or ideal occupancy levels to a rental property owner.
Relates to rental discrimination based upon consumer credit history; prohibits a person from refusing to rent or lease or otherwise to deny to or withhold from any person or group of persons housing accommodations because of the consumer credit history of such person or persons, or to represent that any housing accommodation is not available for rental or lease when in fact it is so available; defines consumer credit history.
