PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to establishing a sickle cell education and mapping program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public health law is amended by adding a new section 2 2500-n to read as follows: 3 § 2500-n. Sickle cell disease education and mapping program. 1. For 4 the purposes of this section, "approved organization" shall mean an 5 organization approved by the commissioner, to provide services under 6 this subdivision. Such organizations shall include, but not be limited 7 to, the following: 8 (a) a hospital licensed under article twenty-eight of this chapter; 9 (b) a health maintenance organization licensed under article forty- 10 three of the insurance law or certified under article forty-four of this 11 chapter; 12 (c) an organization with program expertise in sickle cell disease 13 related issues; 14 (d) a county or city health department; or 15 (e) any combination of the above. 16 2. The commissioner is hereby authorized to create a sickle cell 17 disease education and mapping program. This program is established to 18 promote the screening and detection of sickle cell disease, educate the 19 public regarding sickle cell disease, provide counseling and referral 20 services and map locations of occurrence of sickle cell disease. 21 3. The commissioner shall promulgate rules and regulations concerning 22 the education and mapping program, such education and mapping program 23 shall: 24 (a) establish a statewide public education and outreach campaign to 25 publicize sickle cell disease detection and education services, such EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD10669-01-5S. 6074 2 1 campaign shall include: general community education, sickle cell disease 2 screening services, information on the extent of coverage available for 3 such services by health insurance, any available medical assistance 4 programs and other public and private programs; 5 (b) compile data concerning sickle cell disease detection, including 6 an education and mapping that lists such frequency of the occurrence of 7 sickle cell disease in various locations in the state and dissemination 8 of such data to the public on the department's website; 9 (c) consult with approved organizations regarding local sickle cell 10 disease screening services, counseling and referral services within the 11 approved organization's region, to better provide notice of such 12 services for the public; and 13 (d) provide data for the development of health care education programs 14 to diagnose and treat sickle cell disease by providing such frequency of 15 the occurrence of sickle cell disease in various locations in the state. 16 § 2. This act shall take effect immediately.
